Party's Assembly
The Progressive Party holds a party congress every other year. However, it is mandatory to convene a party congress if a majority of the constituency assemblies request it. The party congress has the highest authority in the matters of the Progressive Party. It determines the main policies of the party in national matters for the next two years and sets the party's laws. The highest leadership of the party is elected there, i.e. the chairman, vice-chairman, and secretary. Elected representatives from party members sit at the Progressive Party congress. Each party member has the right to send one representative to the party congress for every 15 members, or part thereof. Central board members are ex officio representatives at the party congress. The next party congress is planned for the first half of 2026.
Committees of the Party Congress
Legal Committee
Within the party, a legal committee operates. It consists of a chairman appointed by the executive board, along with two deputy members elected by the party congress. The chairman must be legally educated. The role of the committee is to resolve disputes that may arise regarding the interpretation of the laws of the Progressive Party, the laws of individual member associations or unions of the party, as well as the rules concerning candidate selection. The committee shall rule on matters that are appealed to it according to further provisions of these laws within 30 days. The rulings of the committee must be in writing.
If there is an urgent need to obtain a decision or ruling in disputes that fall under the committee's jurisdiction as quickly as possible, matters may be submitted directly to it without an appeal to other parties according to these laws. The committee shall independently assess whether such urgent situations exist that would justify deviations from the normal procedure. The rulings of the legal committee in dispute or interpretation matters, which are referred to it, are final within the Progressive Party.
The Legal Committee consists of: Halldóra Kristín Hauksdóttir, chairman, Þórir Haraldsson, deputy, Arnar Kristinsson, deputy, and the substitutes are Helga Hauksdóttir and Andri Björgvin Arnþórsson.
Ethics Committee
Within the party, there is an ethics committee. It consists of a chairman appointed by the executive board, along with two deputy members elected by the party congress. The ethics committee shall keep confidentiality about notifications received by the committee. Any individual who is in any way considered to have violated the ethical guidelines of the Progressive Party can appeal that decision to the party's legal committee, which renders a final ruling in the matter.
The Ethics Committee consists of: Jón Björn Hákonarson, chairman, Lilja Einarsdóttir, deputy, Valgarður Hilmarsson, deputy, Elsa Lára Arnardóttir, substitute, and Viggó Jónsson, substitute.
